Setting global tracking in outlook

It has been decided that our 60+ users will have their 'send receipt' and 'reply to receipt' settings turned on. is there a way of managing this in exchange or will i have to: go to each user or email them with instructions on how to change the settings.
I know this is a very simple process, but believe me nothing is simple here!!
