Setting up a time zone on server 2003

we are working on a project where several users using tablets and desktops and they will be logging in to one of our domain and all users will be restricted to change the clock at their desktop and that’s because some applications they will be using will have a time stamp. so we decided to have a clock controlled be domain policy.But some users will be travel ling nations wide and they will have to change the time according to their local time zone .So do you think their is any possibility or option that we can set domain policy for people who will be on travel most of their time ?? I did some research and couldn’t find any thing If you think you have some kind of solution please email me or if you can find some links which can give me some idea I will really apprciate it Thanks a lot
