System File error

on boot up in a computer I have with win98se I get this message.

System file error!
The following system files have been replaced with older versions by a program you resently ran. These files are currently in use and cannot be repaired.
Windows may not run correctly until you exit and restart windows so these files can be repaired.

C:\WINDOWS|SYSTEM|DDEML.DLL

if you just click ok it boots into desktop …if you reboot it just repeats this message with no repair nor does scan disk re[air it/
1) what is thhis file for and where do I find it on windows disk
2) any ides to fix this?
