sysvol not shared on DC, Help !!!

Okay here goes,

I am running a a multi subneted domain, @ one of my branches i have to format my DC, I moved the DHCP and dns over to the sister DC which i promoted for that reason., pointed my routers to talk to that machine , Worked 100/100, formated the old DC and started over. Rebuilt the DC, proceded to doing a dcpromo.exe , replicated the site reinstalled dhcp and dns, To my surprise, I used the set l command as it was taking long for my client computers to log on and they where logging on every where else in the country except for my where they where supposed to on the local DC. I then check and again to my surprise my sysvol and other key componants where not shared, I have demoted it rebuilt the DNS, with no luck , I have read article after article about this with no luck, so I am posting this in hope that some one has some fresh iseas.
