TCP PORT Opening Issues

I am trying to open a TCP PORT for my server to communicate with an outside device. The port was open from within the Windows firewall setting as well as the external firewall to enable the communication. However, after checking via telnet from the local host and the public IP, it says that the connection for the Open port failed. From the service provider of the Firewall, it says that the TCP port was open and is able to see that there are communication coming in but was block by the server. What can I do to know which are the services that is blocking the communication and how can I enable the TCP port since it has already been enabled from both within the server as well as the external firewall/router.
