Technological choice

What is the best technological choice if one wants to redevelop his applications (Oracle 6i) using WEB technology and taking into consideration the following constraints?

? Performance is critical (real time calculation)
? Database independent
? Browser independent
? Operating system independent
? In general, platform independent.
? Scalability is a must
? 100% Web-based
? Quick programming
? Standard technology
? Popular technology
? Investment cost is limited

Please advise about:

? Server applications
? Tools
? Languages
? Principles (to ensure platforms independency)

I am in the phase of choosing the technology to renew an old application made on Oracle6i.
I am thinking of J2EE/EJB technology. Is this one can cover the specified constraints?
If yes, How?
If not, which technology is best fitting?

Well J2EE is not a bright star in performance, but with a lot of tuning you can come somewhere. Seeing the cost, a low-budget solution looks best: e.g. JBoss or Apache Tomcat running on Linux or Windows. Database could be anything as long as SQL, from J2EE you have generic JDBC drivers. Programming tool could be the biggest challenge: e.g. Borland, Sun and IBM have good J2EE tools but at quite a price. Eclipse however offers a good subset of them and is free.

Don't worry about principles, J2EE _is_ the platform and what you run below it (OS, database) is not the issue anymore.
