threats to the internet?

in the last few years i have heard many different sources imply that there may be restrictions placed on the internet eg berlin firewall etc.
so my question is this how likly is it that the ptb governments etc could restrict access or block content and if so is there anything we could do to keep this vital resource free as it was intended.
