Does a TLS-encrypted FTP server encrypt traffic moving in both directions?

If the server policy allows it, the client can disable encryption of the control channel if it is used in 'Explicit Mode'. In Implicit mode, then all communication is encrypted.

"The FTPS client may exit the secure command channel mode at any time by issuing a CCC (clear control channel) command. It may be reentered again later by issuing another AUTH command."
