What determins the speed on a token ring network? Can it be manually set?

There are 2 ways to set the speed through Priority/Reservation Process.

My understanding is that token ring can run at either 16Mbps or 4Mbps. How can I set either of these speeds on a token ring network running NetWare 5.0. I think when I first asked my question I was not clear.

The speed of your token ring is determined by the hardware that supports the ring. If all the hardware (NICs, routers, hubs, cabling...) supports the higher speed then the 16Mbps will be used. The hubs and routers may have settings to determine the speed of the ring. The NIC cards (if they support both speeds) will adapt to the speed supported by the ring. 4Mbps only cards will not work on a 16Mbps ring.
