Unable to get to the START Menu

When my user moves the cursor to the START button, he gets “Windows Explorer has encountered a problem and will shut down. The same problem exists when booting in SAFE more. He is able to access the internet but nothing from Windows explorer. The most recent Symantec scan a couple days ago was clean. Unable to re-run scan or Spybot or Adaware from START menu because unable to get to START menu. He said that he deleted some items from his Documents and Settings, Start Menu. Rebooting to Last Known Good Configuration does not help.

Any help would be greatly appreciated.
