Boot the computer
When the Windows Startup screen appears, look in bottom left corner and press the key designated to enter Bios setup
Once this Panel open check configuration to select the boot sequence list should have the hard drive listed first,if the cd-rom is listed as the first boot device, use the Page Up or Page Down key to select the hard drive, exit and save
Reboot computer and see if this will clear up the problem.
The bios is looking for the cd-rom drive, you may wan to disable thecd-rom in the bios setup,so that it will not seek cd-rom

If it will boot into safe mode,
Run msconfig or sysedit
I believe that there is still a remnant of a DOS driver for the CD drive.

If you decide to start over, may I recommend copying the W98 cd onto the hard drive, and installing windows with out the CD drive present.
This way, you won't need to work around the missing CD drive when Windows needs files from the CD to install drivers or protocals.
