User Control on Software and Internet Access

You saved my life before, you can do it once again.
I'm trying to manage a small network.
We have windows server 2003 standart as terminal server, active directory.
Our workers use thin clients on this server.
There are some constraints i'm trying to apply on users for programs and internet.
I want to choose which user will use which program, and if it's possible between which hours.
I want to choose which websites to be accesible. I want to fully prevent some users to connect to internet and for the rest i want to choose which users can connect to internet between the hours i want.
As a result i want a fully control on users.
I know that i must learn to use the system but some third party software will be helpfull. I also think of buying more licences for our firewall device, i hope we'll solve some of our problems this way.
I made an inquiry about antivirus software and interested in Sophos Endpoint Security and Bitdefender Corporate Security. Has anyone used them, can they do what i asked for? I'll download trials and try them.
I also think of buying ISA Server. Will it handle things for me?
I know i asked a lot of questions but i'm at the beginning of the road and need some advices and routing.
