VGA: 64MB Palit NVidia

how come when i boot my PC, instead of 256MB memory it only detects 196?

You have an 'on board' video GPU which shares system memory!

256Mb - 64Mb for the graphics leaves 192Mb of ram available to the system.

Unless you are doing high-res imaging or video editing, you can go into the BIOS and reduce the amount of memory available to the graphics card.

1024 x 768 x 24 bit colour depth only requires 8Mb of RAM so crank your VGA settings down to 8mb or 16mb.
