Virtual PC is a program that is installed like any other on your actual PC (host PC). You insert the CD (or launch the EXE if you are using the download trial), follow the wizard and so on. That's the easy part.

Once that's done you launch it and then you'll need to create a Virtual Machine (guest PC). You may have many of these, if you choose. Once the Virtual Machine is created you can start it and it launches in a window on the host PC. This window behaves almost exactly as a real PC would; it has a BIOS and a virtual hard drive, etc. You can have it grab the host PC's CD drive or it can mount an ISO image instead if you like.

You'll need to install an OS on it just as with a newly assembled PC. If you need more detailed help, the program comes with pretty good documentation. It's on the hard drive in\Program Files\Microsoft Virtual PC\Documentation by default and is also on the CD in the same location.
