vmm32.vxd: Missing/unable to load.

I have installed a new hard drive. I installed windows 98 from a full installation CD. When I get installation done and try to restart windows I get a message that says: C:\WINDOWS\system\vmm32.vxd: Missing/unable to load.

I tried using the windows 98 start up disk and windows comes to a blue screen that says: Invalid VxD dynamic link call from CDUDF(03) + 0000014D to device “048B”, service 1. Your windows configuration is invalid. Run the windows setup program again to correct this problem. (I have done this 3 times)
To continue running windows press Y or enter.
To quit the current program press N. If you continue running windows, your system may become unstable. Do you want to continue?
Press Y for yes or N for no:

When I pressenter (to continue running windows) I get another blue screen that says: VFAT device initialization failed
A device or resource required by VFAT is not present or is unavailable. VFAT cannot continue loading.
System halted.
