VPN IPSEC tunnel problem cisco router 871 -> Symantec Gateway 5420

I have a problem with a vpn tunnel between 2 locations. On one location is a symantec gateway 5420 installed and on the other location is a cisco router 871 installed. I have a certain connection but I get a message UP-No-IKE

Further I can’t ping of do anything to the remote location.

The Symantec I didn’t install some one else did. And I can’t get any good information about that site of the tunnel. So I have to figure it out by my self. with a debug I get some information back but I can’t get out of it. therefor this question
