vpn site to site

I have 2 sites each site has ISA server and server
I want to make a vpn site to site between the two ISA that don’t join the domain . first site is Cairo and the second site is Alex .

In cairo site I enabled vpnclient ,then I have created a remote site called alexvpn ,in the remote authentication page of remote site wizard a user called cairo vpn with password (P@ssw0rd)and adout the domain field i tried to write the name of the remote isa in the other site.
In the local isa I created a user called alexvpn with password (P@ssw0rd)in which i allowed dial in .
after that I made network rule between the internal network and alexvpn network(route relationship) ,then i made two access rule one that allows all outbound traffic between the alexvpn and the internal network and the other one allows the outbound traffic betweethe internal network and the alex vpn

however I can’t ping from the server- which is firewall client- at cairo site to the server-which is firewall client- at alex site a message appear with destination host unreachable
note: the external ip of thetwo ISA 200.10.10.1
and 200.10.10.2
what shall I do
