W2K3 Terminal Services Licenses

I have 10 new licenses. Now I have more questions.

The 20 licenses we purchase previously were installed all on one license server, which also happens to be the SQL server hosting our payroll/purchase order system. This license server is going to be removed from its current central location and moved to a remote network in less than 2 weeks. The application running on it uses TS licenses, and we have completely run out of licenses. That is why I purchased these additional licenses.

I have another server set up here at the central location. I would like to set it up as a second license server just in case the T1 to the remote location goes down, giving us no available license server. Neither server is a domain controller.

If I install the 10 new licenses on the new central server, will people be able to connect to the remote SQL server using some of these new licenses when there are no licenses available on the remote server?

Is it possible to split these licenses 5 and 5 between the two servers?

If, for instance, I need to connect to a server using one of the central licenses because the T1 to the remote server is down, have I now used a second license? When the T1 is working, do the two license servers communicate with each other so that no device is using two licenses?
