What is the best SDK for browser web apps?

I am planning to develop a moderately complex, browser based, hossted sql-server, web application in a hosted application environment. Does anyone have any recommendations on a rapid application development tool/suite that can support this?

IBM Rational has released a new tool suite on their JAZZ platform that should be able to help you get started. (http://jazz.net) Look through all of those tools and see if that is what you need, however, take a specific look at the Requirements Composer tool first since it will help you lay out the requirements for what you want to do. It will also provide you with a storyboard capability, wireframing, sketching, etc. (https://jazz.net/downloads/rational-requirements-composer/betas/2.0Beta2) Also, it integrates with other modeling tools, such as Rational Software Modeler, i-Rise, Team Concert, etc.
