If in an ethernet Card specifications says 10/100 mbps, does it mean It can transmit whether at 10 or 100 mbps, If this is the case. When does it transmit at 10 or 100 mbps?

The card supports both the 10mbps and the 100 mbps standards.
Actual speed will depend on the speed of the switch/hub and servers that it is connected to.

The slowest link in the line sets the speed.

Just thought I'd add that Sympatico has all their speeds capped at 1500kbps for downloads. If your browser or program shows a download speed of 100 you have to multiply that number by 8 to get your real speed 100 X 8 = 800kbps. It's actually 8.15 orsomething like that not 100% sure.

It has a great deal to do with traffic some times you'll be at a crawl other times you can surpass the cap of 1500kbps. I'm usually at the 950kbps mark, every once in awhile I'll break the 4000kbps (4mbps) but not often.

DSL reports has a good speed test as well as Sympatico

If you were thinking about trying another card it won't make any differance & there's no magic fix you can install that will help, their all full of it. Other than making sure your default recieve window is set correctly & your TCP also, thats all you really can do.
