What programming language can I use create a bandwidth monitoring tool?

Need to know some programming languages that have been used to create tools like Netflow, Netflow analyzer, Aurora. I am trying to come up with a tool that prioritizes traffic basing on particular set parameters; all aiming at ensuring that bandwidth is effectively used and managed.

Netflow

Netflow is a proprietary protocol created by Cisco Systems.

Aurora is an IBM Research project and the name of a traffic analysis and visualization system.

The language you choose to create such a project needs to be able to access a low-enough layer to perform the analysis. After that, it's really up to you.

As Lewis Carroll put it, in 1865:
