Why a proxy server fixes “Page cannot be found” issues

I have a Juniper SSG20 at our main office. This office is the location that the internet service is provided to. I have 2 remote locations and there are certain websites that they can’t access. The main office can access all sites successfully. I used wireshark and watch the website request originate at the remote site, come to the main office, leave the firewall and never see a response. So to further my test I went to one of those free web proxy websites from the remote site and entered the website that wasn;t working and low and behold it brought the website right up. I did this with the other websites that the remote office was having issues with and it worked on all of them. So what does the proxy server fix, and why doesn;t work without the proxy at just the remote locations. Looking for any and all suggestions, I’m at wits end!
