Will DNS server without forwarder ip causes email delay ?

Yes friends my network dns server without running dns forwarder. I want to know this will cause email delivery slow (delayed) ?
Also if i want to give the forwarder address i should give the address they gave or my name registred server ?

Depending on the network, it may slow down the lookup, but not actual delivery. I suppose it depends on the timescale of "slow".

Generally, if you are sending externally, and you have no external nameservers configured (like your ISP's), there will be no delivery at all.
