Win 2000 Modem not present

I have a Win 2000pro PC that has just been set up with a dial up internet connection. The modem is a US Robotics 56k Sportster Flash (external). The modem is recognised with no problems through the Phone/Modem control panel icon. Modem works fine until PC is shut down. Then (if modem is not on) the dial up connection does not work. Looking in the Phone/modem icon the modem is listed but as “not present”.

If the modem is on at startup there is no problem. I have never experienced this beforeand users with low technical knowledge find it a real problem when they are unable to get onto the internet.

Please help with how to keep modem attached/present without having it on during startup.
