WIN 98 Restart Problem

I reformated the drive and loaded WIN 98 on a 266 Mhz Pentium II, 6 GB hard drive w/ 192 MB RAM. The system boots up fine and shuts down fine but when I try to restart, it hangs on the windows scrn. I disabled the logo scrn and it still hangs. If I try restart again it comes up w/ the windows menu scrn locked in fail safe mode selection. It times out but hangs. I restart again and it boots fine. I’ve gone through the MS knowledgebase to no avail. Any assistance will help save my sanity. Thanks, Ray
