Win98: Floppy Drive not ready

I have a Win98se PC that see’s the floppy drive in my computer, but when attempting to access it it fails saying drive isnt ready (yes there is a valid floppy disk inserted,lol). Now here’s the weird part, I can boot into safe mode and it works justfine, but in normal it locks up the PC for quite sometime, using all resources (cant even move the mouse) then errors out with not ready. Here’s a brief listing of what I’ve tried:

* removed a modem that wanst listed in devices.
* removed the controller and drive in Safe mode & in Normal (separate times) and let system find new hardware.
* Booted in DOS, and it worked fine.
* wouldnt read if restarted from Windows into DOS mode.
* Ran windows update
* Ran Nortons Win Doctor
* Per MS Knowledge Base Q131690, clicked the Disable In This Hardware Profile, checked config.sys and Autoexec.bat for conflicting files
* Stopped all processes in task mgr except, Explorer and Systray
* Reloaded Win98se over the top of existing win98se

After all the above the result was the same.

I put alot of points on this for two reasons either one I missed something really easy, and I should pay for it, or its actually worth the points Im offering because it doesnt make sense..either way thanks in advance for whatever assistance you can offer (besides blowing it up and getting the end user a new PC, accidently of course).
