Windows 98 first Edition USB driver

With Windows 98 first Edition, Can all the USB drivers be found by the OS when you attach a USB device? I can’t seem to find the USB driver when I attach a Toshiba E310 to my system. It won’t find the driver when I attach the the Cradle to the USB. It should come up with a Add New Hardware window screen but nothing comes up. I looked in the BIOS and and Legacy USB support is enabled. I have done a restore point and a regscan too and its fine..any ideas what could be the problem?
