Windows 98 Remote Administration

I have a Toshiba laptop on a small network running Windows 98 Se. I use Network Associates Management Edition to distribute the Anti Virus Software to machines on the network. For some reason I can not access the laptop to push the AV software to it. I have allowed remote admin under passwords in teh control panel. I have enabled file & print sharing. Standard things I do on all other machines. But still I can not see it to update it. The laptop can access the network with no problems although I can not see it in Server Manger on the NT 4 Server.
