Windows Firewall denies terminal server connections?

Running Windows Firewall on our 2003 server domain controller seems to block access to our terminal servers. I have opened what i think are all related ports for TS and Remote Desktop and RPC, specifically 3389, but everyone still gets a Access is Denied error when attempting to connect.
Any suggestions? And i can provide more info obviously if that helps.

Any firewalls / vlans involved?

use the utility nmap to port scan the server and see if you can see port 3389.

Of course you can also telnet to 3389

It seems i can telnet 3389 with the firewall on

There are no vlans configured. It seems to prevent connections to the Internet as well, even though i have IE as an exception and explicitly allowed HTTP and HTTPS.
NMAP shows the Remote ports being used and i allowed them aswell; still not working.
