Windows NT Security permissions

I have on my machine two users Administrator and user.
I have FULL CONTROL for the administrator on my machine for C and RX permission for the user. I have created a directory and want to give full control permission on that directory for the user. But in that case the user is able to delete the directory. If I remove the delete permission, the user is not able to rename the directories. I tried giving RWXD permission for special file access but that too doesn't work. Any suggestions!!!

Change Permissions

You can give the user Change permission. They can not delete the main directory but they will be able to delete subdirectories. This also prevents them from changing the permissions on the directories.
