Windows Server 2000 not able to browse to all Client Computers

Need some ideas how to solve this problem. I am running Windows Server 2000 and have about 13 XP Pro workstations attached with static ip addresses. When I go to one of my workstations and browse to my network places/entire network I only see 6 of my workstations and not the rest. I have DNS running and all my forward lookup zones show all my workstations. I have looked at the master browser and it is pointing at my server.

I also see this same problem when I try to do a remote install to my client computers with Symantec Corp Edition 10.1. In fact Symantec is showing an error that some of the workstations need to upgrade to windows 2000 or higher and will not install. Not sure if this is related?
