WinXP - remove folder option restriction

Explorer shows the Folder Options icon, but the icon does not respond to left or right mouse clicks. And the Tools drop-down menu does not include Folder Options. Also, Control Panel does not show the Folder Options icon.
How do I restore this feature? I am logged on as admin, am not on a network and do not use Group Policies. I have tried booting in Safe Mode but to no avail.

boot into safe mode... disable system restore, update and run a full virus scan...

Reboot normally,

Update latest service packs / updates.

Reboot, try again.

Even though you don't use group policies they can help in this type of situation (if it's not a virus). You can make the restriction in group policy and then disable it to get the folder options to work. I had to do this for certain drive letters not showing up in my admin account.
