Workstation on domain can be seen but shares not availble unless workstatio

I have a client that lost network communication, but only one way. Workstation can access server through Terminal services but network can not access shares on clinet workstation. Checked all firewalls and disabled
The only way I could access the shares on the domoain from that workstation was if I put the workstation in safe mode ANY IDEAS
