I am not sure about NAVCE 2004 - we use v8.x, but I think it shouldn't be much different.
We install all our NW servers via MMC from NT box. This way we have one server getting updates and others just pick it up on a scheduled basis. It also provides one place to monitor all servers. Installation is easy - just pop CD into NT/2000 server and select Deploy Servers. You may need to install the Novell's client software on NT box in order to see NDS tree.

This is very simple to do. You simply run the setup for a server. You have to do it from a client workstation with windows. You must also have admin rights to the Netware server. Just follow the prompts. It will install to the SYS partion. It will also make a group for AV users. Make sure to print the command line for AV on the server. Once it is installed, you have to start it from the console on the server. Then install the system management console to a windows client to manage the virus definitions.

I don't think you should. If you check here
you will get your answer. Chances are not good. Sounds to me like you are trying to install and enterprise client software on Novell server. Won't work according to Symantec.
