CISCO Command: ip auth-proxy max-nodata-conns 3

I was configuring a new router today and notice something that I am not familiar with:

ip auth-proxy max-nodata-conns 3
ip admission max-nodata-conns 3

and

ip forward-protocol nd

What exactly is this and what does it do? I googled it but it is coming up in full configs that people have posted on forums. I have even search CISCO for information on these commnads and had the same problem and no information directly related to it.
