I have files with an iwe extension, how old is that format?

I have many many files that were givien to me to process with a file extension of iwe. First what are they (I know images) and how can they easily be converted to OCR tiff files? I am having a hard time finding a way to do so and there is NOTHING out there about iwe files. Thanks in advance
