Video Conferencing Solution

Here is a challenge to the video conferencing gurus out there...

I have been tasked with providing recommendations for a video conferencing solution that can support approximately twenty locations currently. The number of locations is expected to expand between three to five new locations each year. I would estimate 75% of the locations have between 3-8 employees maximum and these locations each have a T1 connection. At least once or twice a month, all locations would be connecting concurrently for meetings.

Here is the fun part... My projected budget is approximately $25,000. I have received a price for Cisco Telepresence at $150,000 which was quickly denied by management. I have also received pricing for a Lifesize solution for $99,000 and was quickly shot down.

You've listed a bunch of constraints and logistical considerations, but you failed to mention what is the performance level they expect at that price point.

Off the top of my head, if that price is firm and they're not expecting world-class performance, I'd say you're probably looking at something like a Microsoft Live Server w/high-end webcams at each site; or setting up an internal Skype server and possibly getting some lower-end Polycom units.
