Windows XP not scaling fonts, margins or page size correctly

I have an HP 3030 printer. It works fine with Windows 98SE. With XP professional the page prints smaller than it should, the type size comes out smaller than it is set, the margins are larger than set and the page finishes two thirds of the way down the paper. Labels don't print where they should (they are also shrunk so they don't coincide with the forms). None of these problems occur with 98SE. with 98SE all these things work OK. Basically XP is compressing the page into a smaller area than it should. The difference is significant; a margin set at 2.54cm comes out at 3 cm. Anyone got any ideas? I checked all obvious settings.
